The Bailiwick of Guernsey’s exit from lockdown 2021 Guidance for businesses for operation under Recovery Stage 1
- At each stage, the emphasis will be on mitigating the risk of virus transmission increasing to a level which would be unmanageable in the Bailiwick context.This means that the first steps taken will be to allow the resumption of low risk activities; that is activities which are not considered to significantly increase transmission levels. Higher risk activities would be able to resume once those certain public health indicators that give an indication of risk in the wider community are met.

A. Principles that businesses must follow during this stage:
You must satisfy ALL of these conditions in order to be able to operate. Check list for businesses considering operating under stage 1.

- Can you provide sufficient handwashing and/or hand sanitiser facilities for your staff?
- Are all employees able to adhere to the current mandatory requirements andrecommendations for wearing of face coverings at all times?
- Are you able to ensure increased vigilance and awareness of symptoms of Covid-19 and ensure that individuals displaying symptoms, however mild, stay at home?
- Are you able to ensure that you can provide adequate ventilation to your premises to ensure flow of fresh air (e.g. by opening doors and windows)
- Have you notified the States of Guernsey of your intention to operate and to maintain records, demonstrating that you are working to a clear method statement. Business should follow this link https://gov.gg/covid19businessnotification to register.
Considerations and specific requirements for certain industry sectors
ALL businesses should first ensure they meet the check list criteria set out above in section B. Set out below are guidelines and considerations applicable to certain industry sectors.
Office-based businesses
- Office staff must work remotely where at all possible. Access to office premises should be strictly limited and will be permitted only where strictly necessary for the business to function and only if social distancing guidelines can be complied with.
- Where necessary for the functioning of the business a limited staff presence (up to a maximum of 5 people) will be allowed in offices, under the following restrictions:
o Businesses must ensure they can comply with all of the conditions set out in the Stage 1 checklist (Section B) above.
o The site can be operated in such a way as to ensure staff can work safely while maintaining social distancing of co-workers of at least 2m at all times with a maximum of up to 5 people on the entire site.
o Adequate handwashing facilities and/or hand sanitiser must be available for all employees.
Gardening, building and other trades with no household contact
Business activities involving outside work, such as gardening and window cleaning may be permitted, provided that:
o Preferably work will be conducted with one person per site but outdoor sites will be permitted to have up to 10 employees on the entire site if working outdoors;
o There must not be any contact with the public or householders; o Adequate handwashing facilities and/or hand sanitiser must be available for all employees;
o All employees must adhere to the current mandatory requirements and recommendations for wearing of face coverings at all times; o Social distancing of a minimum of 2m must be maintained.
Construction activity
The following will be permitted, subject to a strict limit on the use of non- resident labour. Only technical specialists whose involvement in a project can be demonstrated to be time critically essential to health and safety, the Bailiwick’s critical infrastructure or without which substantial and significant harm will be caused to the island’s economy will be given a permit to work on- island during this phase. Any non-resident worker will need to quarantine and be tested in line with the current directions and will not be able to work until day 14, subject to negative testing.
ALL Businesses must ensure they can comply with all the conditions set out in the Stage 1 checklist
Outside or indoor trades with no contact with the public or householders, including large construction sites.
Sites may be permitted to have up to 10 employees on the entire site if working outdoors and up to 5 employees on the entire site if working indoors provided:
o The site can be arranged in such a way as to ensure operators can work safely while maintaining social distancing of co-workers of at least 2m at all times with a maximum of 10 people on the entire site if working outdoors and 5 persons if working indoors;
o Adequate handwashing facilities and/or hand sanitiser must be available for all employees;
o All employees must adhere to the current mandatory requirements and recommendations for wearing of face coverings at all times;
Outside work, including gardening and window cleaning
o Shared facilities such as kitchens, site offices and toilets are used by no more than one person at a time and must be regularly cleaned and disinfected in accordance with public health guidelines and o Those operating sites reliant on temporary toilet facilities should contact Environmental Health via envhealth@gov.gg for further advice. Internal work on an unoccupied premises o Work will be permitted if operators can work safely while maintaining social distancing of co-workers of at least 2m at all times with a maximum of 5 people on the entire site; o Adequate handwashing facilities and/or hand sanitiser must be available for all employees; and o All employees must adhere to the current mandatory requirements and recommendations for wearing of face coverings at all times. Internal work on properties where there is a household in residence will not be permitted by members outside the household unless required in an emergency. Building wholesale and supply Building wholesale suppliers are key enablers for parts of the construction industry to recommence on a limited basis. Therefore, the States of Guernsey is willing to treat them as an exception. Therefore, they may be able to operate and supply the building trade and domestic needs within social distancing restrictions. However, direct customer contact is not permitted, with supply to the building trade through social distanced and controlled collections or delivery where it is possible to do so. o Businesses must ensure they can comply with all of the conditions set out in the Stage 1 checklist (Section B) above. o Staff operating the site must be able to maintain social distancing at all times: o The site can be arranged in such a way as to ensure operators can work safely while maintaining social distancing of co-workers of at least 2m at all times with a maximum of 5 people working indoors on the entire site. This can be extended to a maximum of 15 for sites that have a mix of indoor/outdoor areas (up to 10 working outside, up to 5 working indoors. Special consideration to increase the number of workers on a site may be given to certain businesses that operate from large sites and have a large trade customer base to supply. These businesses should contact the Environmental Health Department for further advice. Note: An outdoor site is defined as one which is predominantly open to the environment, including covered areas and stores with an open aspect that are large spaces and located in outside areas.

o Access for trade customers only to the site should be strictly
limited to ensure contact is minimised by either:
▪ Allowing access by appointment only
▪ Strictly limiting the number of customers on site at any one time to ensure social distancing can be maintained ▪ Ensuring payment is made by contactless means
Warehouses and storerooms would be regarded as an indoor
Manufacturing and warehouse activities
Manufacturing and warehouse activities
Businesses may be permitted to enhance their activities.
o 2metre social distancing must be maintained, unless closer contact is required on an ad-hoc basis for Health and Safety reasons, for example, lifting a heavy object.
o The site can be arranged in such a way as to ensure operators can work safely while maintaining social distancing of co-workers of at least 2m at all times with a maximum of 5 people on the entire site.
o Staff operating the site must be able to maintain social distancing at all times:
o Adequate handwashing facilities and/or hand sanitiser must be available for all employees.
o All employees must adhere to the current mandatory requirements and recommendations for wearing of face coverings at all times;
o Shared facilities such as kitchens, site offices and toilets are used by no more than one person at a time and must be regularly cleaned and disinfected in accordance with public health guidelines
Vehicle servicing and sales (including cars, bikes and marine)

These businesses can operate provided that:
o Businesses must ensure they can comply with all of the conditions set out in the Stage 1 checklist (Section B) above.
o The site can be arranged in such a way as to ensure operators can work safely while maintaining social distancing of co-workers of at site
o Staff operating the site must be able to maintain social distancing
at all times:
o Adequate handwashing facilities and/or hand sanitiser must be
available for all employees.
o All employees must adhere to the current mandatory
requirements and recommendations for wearing of face coverings at all times;
o Shared facilities such as kitchens, site offices and toilets are used by no more than one person at a time and must be regularly cleaned and disinfected in accordance with public health guidelines
o People should not share vehicles with people outside their household in order to deliver or collect vehicles.
o Vehicle sales may be resumed where this can be conducted on- line without direct contact with customers. Vehicles can be viewed and collected on an appointment basis and must be disinfected in accordance with guidelines before and after any test drives and before the sale is completed.

Direct contact with customers, is not permitted. However, home delivery through online sales or contactless collection will be permitted, provided that:
o Businesses must ensure they can comply with all of the conditions set out in the Stage 1 checklist (Section B) above.
o The site can be arranged in such a way as to ensure operators working to dispatch goods can work safely while maintaining social distancing of co-workers of at least 2m at all times with a maximum of 5 people on the entire site.
o Staff operating the site must be able to maintain social distancing at all times:
o Adequate handwashing facilities and/or hand sanitiser must be available for all employees.
o All employees must adhere to the current mandatory requirements and recommendations for wearing of face coverings at all times;
o Shared facilities such as kitchens, site offices and toilets are used by no more than one person at a time and must be regularly cleaned and disinfected in accordance with public health guidelines
o People should not share vehicles with people outside their household in order to deliver goods.
Note: A Garden Centre is a business which sells gardening products for the recreational and home use and not those businesses aimed at supplying materials for wholesale trade. Where a Garden Centre is asked to supply products to a wholesale customer, these must be delivered or ‘click and collect; but must not be for general home users.
Property sales and business transactions
Property sales and business transactions
Activities to enable listing, viewing, survey and sale of property can be conducted under certain strict conditions which prevent contact with householders and only with householder’s agreement. Property and estate agents are encouraged to use video facilities in order to reduce the need for in-person visits where possible.
o Businesses must ensure they can comply with all of the conditions set out in the Stage 1 checklist (Section B) above.
o Visits can be conducted by no more than one person (or two members of the same household) and that such visits should be conducted under strict hygiene guidelines including the ventilation of the property
o All persons must adhere to the current mandatory requirements and recommendations for wearing of face coverings at all times;
o If the property is inhabited that:
- ▪ No one living in the household is symptomatic or hashad symptoms in the last 48 hours, under a compulsoryisolation order or awaiting a test result for COVID-19;
- ▪ No member of the household is considered medicallyvulnerable; and
- ▪ No member of the household is present in the houseduring any necessary visit.
Removals
Activities to enable removals in order to enable property transactions to take place may be conducted, but only under certain strict conditions which prevent contact with householders and only with a householder’s agreement.
Businesses must ensure they can comply with all of the conditions set out in the Stage 1 checklist (Section B) above.
o Removals should be conducted under strict hygiene guidelines including the ventilation of the property
o Removals should ideally by conducted by one person, but where more than one person is needed for heath and safety reasons (e.g. lifting of heavy items), these should be conducted using strict hygiene measures (use of face coverings and hand sanitiser gel).
o All persons must adhere to the current mandatory requirements and recommendations for wearing of face coverings at all times;
o If the property is inhabited, removals can only take place if anyone has had symptoms in the last 48 hours, under a compulsory isolation order or awaiting a test result for COVID-19;
- ▪ No member of the household is considered medically vulnerable; and
- ▪ No member of the household is present in the house during any necessary visit.

Takeaways
Home delivery through online sales or contactless payment will be preferred during this stage. However, collection of takeaways from premises is permitted where this can be achieved using social distancing measures and contactless payment methods. Collection of takeaways must take place outside of the premises.
o Businesses must ensure they can comply with all of the conditions set out in the Stage 1 checklist (Section B) above.
o The site can be arranged in such a way as to ensure operators working to prepare food can work safely while maintaining social distancing of co-workers of at least 2m at all times with a maximum of 5 people on the entire site.
o Staff operating the site must be able to maintain social distancing at all times:
o Adequate handwashing facilities and/or hand sanitiser must be available for all employees.
o All employees must adhere to the current mandatory requirements and recommendations for wearing of face coverings at all times;
o Shared facilities such as kitchens, site offices and toilets are used by no more than one person at a time and must be regularly cleaned and disinfected in accordance with public health guidelines
o People should not share vehicles with people outside their household in order to deliver goods.
o Licensed premises may offer alcohol sales for deliver with food orders provided alcohol is sold in sealed containers (e.g. sealed bottles, or cans).
o Takeaway collections will be subject to social distancing and strict hygiene precautions. They must take place outside of the premises for which a pre-ordering system needs to be in place.
o Opening hours are restricted to 8.00am to 10.00pm .
