Office Team

The Chamber of Commerce is the biggest business community on the island and encompasses every type of industry within our membership.  Our not-for-profit organisation is run by a small number of office staff and a large number of volunteers.

Stephen Rouxel

President

Head of Business- HSBC Asset Management (Guernsey)

Stephen is responsible for the operations, growth and strategic direction of the company. Stephen has set on Chamber board on and off since 2016 and has been Finance Sector Lead for the last 4 years. Stephen is a past President of the Young Business Group, Vice Chair of Guernsey Investment & Funds Association and council member of Guernsey International Business Association. Stephen is an active member of the Guernsey Arts community performing (singing, acting and dancing) and producing in many different productions, choirs and concerts, he has two kids with wife Sarah Hansmann Rouxel and loves walking and reading.

Brooke Kenyon

Vice President

Managing Director, Orchard PR

Under Brooke’s leadership, Orchard has won multiple industry awards, cementing its market-leading position and maintaining an impressive client portfolio and talented team.

A Chartered PR Practitioner with over 20 years in communications, Brooke devises creative, impactful strategies that deliver real benefits to clients and stakeholders. She is an advocate for the PR profession and attracting new talent. Outside of Orchard, Brooke is a mother of two and contributes to the community through her roles on the Executive Committee of the Guernsey Chamber of Commerce and as a board member for the early years charity Bright Beginnings.

Diane De Garis

Treasurer

Director at DNA Accountants

Chamber’s Past President & now Treasure, Diane de Garis was in her presidency period from 2022- 2024, she is now taking over from Jane St Pier as our Treasure.

Diane is a chartered accountant, running her own business, DNA, and has a degree in pure mathematics: ‘I absolutely love numbers.’ She sees the Chamber as a pivotal part of the island community and its business sector.

“There are so many aspects to Chamber that place it right at the heart of life here and I am passionate about Guernsey so that mixture is a perfect match.”

Alice Gill

Executive Director

Alice is the face and voice of Guernsey Chamber. As part of the Executive Board Alice helps to shape and lead Chamber’s strategic vision, advocates for local business and invests in building strong networks.  

Alice’s is a Marine Geography  graduate, and brings her passion for sustainable business and 10 years experience working within the offshore wind industry to Chamber – as well as the occasional jar of honey from her 30,000 bees.

James Ede Golightly

Chair at Oxehealth & OXECO

James Ede Golightly is executive chair at Oxehealth, ranked among the 150 most promising Digital Health start-ups globally, and cleantech materials company Oxeco. He is also a non-executive director at Nasdaq listed Silence Therapeutics.

James has over 20 years’ experience as an investor and director, initially as an investment analyst at Mercury Asset Management (now BlackRock), before co-founding Ora Capital Partners in 2006 to invest and partner with early stage growth companies.

David Ummels

Managing Director, Astin Capital Management & Founder and Chairperson at Art for Guernsey

David is a multicultural entrepreneur with 25 years of experience in derivatives trading, investment management, capital markets, and debt restructuring. He has built a strong network with institutional investors and corporations and has extensive knowledge of legal environments and corporate governance.

Whilst being Chambers Cultural Ambassador David has also served on numerous boards, including a London-based investment manager he co-founded in 2002, and is the head of the Audit Committee for Blue Diamond. A passionate art collector, David founded Art for Guernsey in 2015. It has hosted over 80 exhibitions, including the world’s only Renoir exhibition in 2023. In 2023, he was appointed Knight in the Order of the Arts and Letters by the French Ministry of Culture.

Chris Hutley-Hurst

Chris is a partner at Walkers (Guernsey) LLP and is a member of the regulatory, investment funds and corporate teams. Chris is an experienced international tax lawyer, and advises both local and international clients on tax, economic substance, financial regulation and corporate matters. He is recognised as a leading lawyer in these fields.

Justin Bellinger

‘Justin is an experienced senior manager, specialising in innovation, strategy and digital transformation. Former CEO of Sure Guernsey and member of the Sure Executive committee for over 15 years in various commercial and business development roles, Justin has now turned his attention to serving businesses seeking growth and requiring transformation. He is a non-executive director of Guernsey Electricity, is a director of a SaaS software development company, founder of a management consultancy business, and is developing novel platforms and production techniques in seaweed cultivation.’

Rollo de Saumarez

Co-Founder, UN1TY

Rollo is a senior executive with 20 years experience of marketing and innovation leadership and four years at the forefront of business sustainability.

Former Marketing and Innovation Director at Healthspaan, where he was also on the strategic board, he is also the Co-lead and Founder of Guernsey’s Sustainable Business Initiative.

He has particular interest in embedding innovation and sustainability within an organisation’s “BAU”
