The OGH lunch series launches with Matthew Bell, architect of much of the work of the UK’s Committee on Climate Change. Matthew was its Chief Executive, leading its independent assessments of actions to tackle climate change and is internationally renowned.
Matthew is Director of Public Policy practice for Frontier Economics, which is one of Europe’s largest economics consultancies. His involvement with Frontier was welcomed by Chairman Gus O’Donnell who said he was returning having done a great job at the Committee on Climate Change.
Matthew has said that proper understanding of how people and firms behave ‘has never been more important’ and that ‘The range of short and medium term challenges facing the UK and Europe has not been so pressing for at least a generation.’ He has nearly 20 years of experience in the use of economics to support policy decisions. This includes a secondment to the Prime Ministers’ Strategy Unit and advising the Environmental Audit Committee. Matthew was also among the earliest advisers to the Committee on Climate Change – working on its approach to transport and the environment. He has led numerous projects for the Environment Agency, Defra, DECC, the Carbon Trust, including The CCC, which is an independent statutory body bringing together expertise from the fields of climate science and policy, economics, business competitiveness and financial management. It draws on information and undertakes its own analysis to provide expert advice to Ministers.
